The scale of a business for the licensing fees of the SDK release license (Publication license agreement) is determined by the recent annual sales of the business entity (including individuals, corporations, and other entities engaged in commercial activities).

Small-Scale Enterprises: enterprises with the Latest Sales of less than 10 million yen (including individuals, corporations and other organizations that operate commercial activities)
Middle-Scale Enterprises: enterprises with the Latest Sales of 10 million yen or more and less than 100 million yen (including individuals, corporations and other organizations that operate commercial activities).
Large-Scale Enterprises: enterprises with the Latest Sales of 100 million yen or more (including individuals, corporations and other organizations that operate commercial activities).

However, if the business is substantially managed by other enterprises, the scale is determined by the annual sales of the operating company.

・Enterprise controlled by another enterprise holding a majority of issued shares, voting rights, or total contribution.
・Enterprises controlled by multiple enterprises holding two-thirds of issued shares, voting rights, or total contribution.
・Enterprises where the majority of officers also serve as officers or employees of another enterprise.
・Enterprises otherwise considered substantially controlled by another enterprise.
